And they didn't have time to wait for reform. Lee has end-stage chronic obstructive pulmonary disease, and just weeks to live.

For Sandra and Lee, both on the pension, an overseas trip to get married was financially out of the question.

The pair had lost their life savings in a property investment, and recently sold their camper van to pre-pay for Lee's funeral.
